What is the best deal, in terms of money(around 5-600 $) and performance, for buying an used desktop workstation? What are the main issues to be concern when buying(processor, memory, etc)?
I was told about HP, with dual core, etc......

Buy a good graphics card and all the memory you can afford (if you're running a 64-bit OS).

try looking at HP's refurbished workstation inventory. You can often pick up factory refurbished Z-series workstations, with warranty, for big discounts compared to the brand-new versions.  If you don't find one with the graphics card you want, you can always pick up an aftermarket Quadro.
