Tensile Fatigue of High Strength Bolts

(OP)
Question-
Table 5.2 of RCSC lists the Maximum Tensile Fatigue Stress of A325 bolts for 500,000 cycles as 31.0 ksi.

If you work out Eqn A-3-1 of Appendix 3 of AISC 360-05 for N=500,000 and Cf=3.9x10^8 as noted in Section 3.4 then the design stress range = 9.2 ksi.

Does this mean the maximum stress cannot exceed 31.0ksi and the max range cannot be more than 9.2 ksi?
