I am part of a project that requires qualifying welding procedures to API 1104. The welders must qualify to a 12" X.250"wall inverted tee and 12" X .250" wall butt weld to multiple qualify to all procedures.  My questions are:
1. Do we need all the procedures qualified before the weld tests?
2. Do we have to retest welders to the same tests again if we add a procedure that fits under the umbrella of the test welds?

1.  If the test weld is not serving as a simultaneous procedure qualification and welder qualification exercise, then yes (see subclause 6.1).  

2.  Not if the essential variables of 6.3.2 are not violated.
