I am trying to calculate negative pressure which can be created by column of seawater with a height of 3 meters. The pipe configuration is basically inverted U-tube where u-bend located at elevation of 3 meters. Pipe is seawater filled and is open ended with atmospheric pressure  at the open end. Could anybody please advice can I calculate negative pressure or suggest book where I can find appropriate calculation.

Depends - if you are printing pressure as pauge (e.g. psig) then you can see a negative pressure - but in abs pressur: No, negative abs pressure is not a physical concept. In a simulation program it tells you that you will experience cavitation (and lead to a false flow rate calculation).
