Is there any high pressure ( around 200 bar ) pnuematic valve that can open less than 1 miliseconds? Is this kinda of valve avialable in the market?

What is maximum flow rate? What is your maximum Voltage supply?

One Millisecond?  The PLC  scan time is larger then that...

I believe your question refers to small (< 1/8") poppet pneumatic pilot operated valve for on-off service.
I have never seen a process modulating control valve operating this fast pneumatically; I believe the stroke is very small. I suggest you talk to the control valve manufacturers.  Your pneumatic exhaust port can be a limiting factor. At the outlet, Quick Exhaust valve would help to increase speed. At he inlet, pneumatic accumulator accompanied with Quick Exhaust valve would also help to increase speed. [Exhaust port should be bigger than inlet port]. You may need to consider the structure (mechanical strength) of the end caps of the piston actuator for fast speed of stroking. The noise from Quick Exhaust is very loud. I hope these help.
