Is a "ENG-TIPS" posting from 8April2004 not currently(1June2011) correct in that the upper limits of C & Mn have since been defined for JIS SS400?

I don't have access to any complete JIS publications but I have uploaded the attached PDF with some specs for JIS SS400 & ASTM A36 are from a google search on 31May2011:
Per the attached PDF , the allowable limits are - Cmax is 0.22% and Mn max is 0.6%
Thanks in advance for feedback on this (especially if it is given before 4June2011...so I can make an assesment before my due date regarding this issue)!

1 - Whether the current JIS SS400 standard is per the attached chart...especially if the allowable limits are: Cmax = 0.22% and Mn max = 0.6%.
2 - Feedback(advice) for welding QAQC per AWS D1.1 when this steel is used.

The C, Mn and Si are not controlled for JIS SS400.
We have just fabricated 3500 tons of JIS SS400 to AWS D1.1 in Thailand.
These were structural steel modules for a new Iron Ore mine and processing facility in Australia.
No problems at all - as per clients requirements we performed 375 material verification tests (tensile, yield, elongation, bends and chemical composition)on 375 different heat numbers with all complying with JIS SS400 and also AS/NZS 3678 Gr 250 (Australian equivalent)requirements.
