Is the thickness limits referred to in ASME IX regulated by the base metal thickness or by the weld metal thickness?

There is both. T refers to Base metal thickness where as t refers to weld metal thickness, as per my understanding.

Thanks Andy. They both go to a maximum of 2T but usually there is a bit of reinforcement weld metal which goes above the base metal thickness. So to clarify, what would be qualified in this instance?

Max of 2T/2t is not universal. It can change depending on many factors.

I believe the reinforcement thickness is not considered. For a groove weld, the weld thickness for a full penetration weld is the thickness of the base metal itself.

I hope Some one can clarify further on this point.

I concur Andy, the reinforcement thickness is not considered.

As Andy says there are many factors that affect qualified thickness, in fact too many to cover here, but, I suggest you review QW 451 including all the paragraphs referenced in the notes.
