Base Material - ASTM A131- EH36 x 25.4mm (Thk) x Single V
Weld Process - SMAW / Weld Position - 3G-Uphill
All Mechanical Tests & Impact Testing( -20 deg celcius ) passed. But Hardness Value exceeds allowable range

Query:-
1) Is it mandatory( AWS D1.1 / ASME Sect IX )to conduct Hardness Test?
2) Does the PQR become void when hardness value exceeds allowable range?

Please share your expertise asap.

Hardness is not a "code" requirement, except for SAW when preheat is not in accordance with Table 3.2 of D1.1, or ASME Section IX. However, many customers engaged in refining petrochemicals invoke hardness limitations to control or mitigate the formation of martensite in the HAZ to prevent hydrogen cracking as a result of the service environment, i.e., hydrogen rich.

You can meet the minimum requirements of the "code", but still be in violation of your customer invoked requirements.

2. Since requirements for hardness testing are imposed by customers/owners based on their particular application, probably.
Expanding a little, most customers will say something like, PQR's must include a hardness survey performed in accordance with Sec 12.6 in API 582.  They'll normally establish an upper limit, say 248 HV10, or reference another spec like NACE RP 0472.  If the established value is exceeded, the PQR would not be considered acceptable for use on that project.
