Our specification calls for cable support systems to IEC 61537. The Contractor is proposing systems to NEMA VE 1. Are these two standards equivalent?

I used both systems. There are not entirely equivalent as one is in metric [IS] and the second are in feet and inches.
But in principle there are the same. A good civil engineer has to be involved anyway.

Thanks - it would appear that they are two different not equivalent systems both are equally fit for purpose but are not the same. My problem is that the specification and design is to IEC 61537 and the contractor is purchasing material to NEMA VE -1

You are right.You need a new specification and a new design.
It depends how detailed are your drawings but it could be a
hard job to do.
