After seeing this I wonder if designing independent racks makes sense anymore. Sizes of the pallets must be quite standard for the specific applications.

In a way, they were lucky.  The second rack collapsed toward the first.  The domino effect can be much worse than that.  A series of parallel racks with narrow aisles between them can all collapse in the same direction collapsing every rack, one after the other.

Yikes!  Is it too late to volunteer for the clean-up?  

This is why I did all that Charpy impact testing on tubular steel way back when!  Anyway, anything that tall should be bolted to the building columns.
