Considering that Al 7475-T351  plates have good fatigue and crack growth strength and higher fracture toughness than 2024 and others 7XXX alloys, anyone knows why  the majors aircraft makers does not use that material??

Because they use the higher strength overaged versions like 7475-T7651.  Use an Internet search for Boeing and 7475 and you will find information.
