Please suggest that welding procedure hopper ASTM A36 structural steel having an inner lining of 3mm thick stainless steel AISI 304, I have thought about cutting the lining between the butt joints and welding carbon steel electrode E-6010 coating and filling of E-7018, the area cleaned with emery and then apply the surfacing welding with an electrode E-308L.

What you propose is acceptable provided the liner is not integral with the carbon steel base material.

You may want to consider using type 309 for the first layer of weld overlay.  Dilution may cause some issues with 308.
