Please recommend any tips/ reference material/ standard (IEEE, IEC, ANSI) for conducting core/coil inspection of a liquid immersed transformer.

I think a good reference is:
IEEE C57.125 -1991  - "IEEE Guide for Failure Investigation, Documentation, and Analysis for Power Transformers and Shunt Reactors".

Specifically, Appendix B provides a very detailed discussion of various types winding and clamping, with lots of figures so you'll know what you're looking at.  Also lots of discussion of degradation mechanisms such as the the various forces that can cause movement of the windings.

Thanks electricpete. I looked at most standard and the one you have referenced is the best that I could find on the subject.
