Help with unflat bottom?

Hi all, I am new here so please forgive me if I am asking silly questions. Anyhow I am fairly new to 3d Modeling and have only taken the essentials course.
I am working on a rifle receiver and I have a question I was hoping I could get an answer with, actually two questions.
1) In the feature shown here (the extruded cut that stops on the shelf needs to be angled @ 2 degrees), currently I only know how to extract cut straight down or a draft, the problem is it needs to have vertical walls down with a base that runs at 2 degrees, any help with that? Also say I wanted to create a plane above the surface that is the same as the front axis but is angled @ a certain angle, how do I do that? If I input an angle it rotates it, and I am basically looking for a ramp.

Cut-extrude a flat bottom recess
Use the shallow-end edge and a parallel ref plane to create an angled plane
Cut-extrude from the flat-bottom using the Up To Surface option
Another method is to create the required ref geometry and angled plane and cut the recess Up To Plane in one feature.
Yet another method would be to create the EDM tool form (suitably oversized of course), and use the Combine > Subtract function to create the recess.
