MIL-46058C Q test equipment recommendation?

I am looking for test equipment to perform the Q (resonance) test outlined in MIL-46058C. This test is performed on coupon PCB's with a standard Y pattern an is used to evaluate the performance of coatings applied to the coupon.

Here is a link to the MIL spec I am referencing:

The test (section 3.11)requires that Q be measured at 1, 50 and 100MHz. Does anyone know anything further about ASTM D150 (I think this is the basis for this test) that may be relevant to test equipment selection?

Does anyone have a recommendation for an impedance analyzer for this application? Thanks in advance for any suggestion!

try a network analyzer. They are sorta general purpose machine for a lot of frequency dependent single and 2 port parameters. I use omicron lab's bode 100 regularly, its range is 10Hz to 40MHz. it only cost $5000, I'm guessing if you double the sticker price you can find one that covers your range.
