Does anyone have any experience with these tests being conducted in lieu of traditional Charpy impact tests?

Technically, ASTM E143 is a test for shear modulus, not toughness.  I assume that someone is referencing this method for a test setup that torsionally loads a cylindrical specimen until fracture?  I have used torsion testing before, but not in lieu of charpy impact tests.  Can you provide some additional detail on the application and why a torsion test is being specified?
