I don't know the American cold formed design code at all well, but does it have a way to handle purlins without cleats for design? The code I use is very similar whenever I have compared in the past.

The only thing that tolerates a rollover well is an IRA.  Purlins do not do that well.

If you are referring to the anti-roll connectors used at the purlin to mainframe connections, I would never go without them, especially in pitches higher than 1:12.
