I am wondering what we need to input for LF ,SC and HA and motor starting study in ETAP if we have multiple rating transformer. For instance, 10/13.3/16MVA. The base rating is 10MVA. The impedance is 7% which is based on 10MVA. My collegue thinks it should be 13.3 or 16 if we switch to ONAF ratings during the operation. I don't think so since the transformer impedance is based on the base rating. Any commnents would be appreciated.

The transformer is the transformer.  It is a 10MVA transformer with 7% impedance.  The only thing those other numbers are useful for is how much power flow the transformer can withstand.  For any other studies it is just a 7% 10MVA transformer.

In IEC world this transformer will be called as a 16 MVA unit with 11.2 % impedance and calculated accordingly.
