ASTM B164 uses the term "forging quality".

What is forging quality bar or rod and what is it used for?

Is "forging quality material mean it has been forged to produce that quality or that it will be latter forged and is ideal for forging.

When doe forging quality metal become a factor in manufacturing?

Sloppy/ old spec writing. ( I remember that an old Amoco proprietary pipe spec required pipe to be "first class"). I never did find anyone who could objectively define the "flange" and "firebox" "quality" of carbon plate - A212.
So, without objective defintions, "forging quality" means whatever you want it to.
It should be defined in terms of : UT /RT , grain size, hardness, ductility, inclusion type and quantity, etc,etc.

The definition of "forging quality" is below and directly from ASTM B 164, under footnote E in Table 1

Forging quality is furnished to chemical requirements and surface inspection only. No tensile properties are required.

The footnote E describes forging quality used in this specification.  

The Purchaser (you) would decide on forging quality requirements pertaining to service conditions, and provide reference to a forging specification that describes chemical composition requirements and nondestructive testing.
