In this scope it is written that this appendix is limited to design metal temperature above -30 degree centigrad. while it is whitten in brackets that "above -40 degree centigrade when killed, fine-grain material is used"

Can any body tell me why is this written? Does it means that we always to use a fine grained material for this appendix? Why its like this? Anybody can explain the importance of this statement from application point of view.? And issues if related to this point. Plz

What this means is you are restricted to -30 unless you use killed, fine-grain material in which case you can go to -40.
