since painting is a special process. our ISO Auditor has put an NC to us that we do not have qualification record for painter .
I have a fair idea of welder qualification. is it similar to this?
Do i need to make a painting procedure specification to qualify a painter?i really don't know.
We use 5 different paints & all painting is done by spraying.

Look at some recognized standards for paint finish and then make the operator do a test piece for each different paint process you use. Verify they are adequate and qualify him based on that - put a copy of the cert in his personnel file or something.
In my QA auditor training (which I admit I never completed) the idea of not being familiar with what you're auditing was espoused as being a good thing.
When I came to be the person being audited later in my career it became clear that people who had no idea about what they were audited were of limited use. They would either get hung up on unimportant irrelevant things that didn't matter (and that anyone who knew anything about it knew didn't matter) or they were too easily distracted by 'smoke & mirrors'.
I suppose the other aspect is to write your QA processes in such a way that they are auditor proof - or at least resistant.

We base our mechanical coating specifications mainly on the manufacturers literature and technical people hoping any failure will be definable. We do our environmental testing using KTA panels spaced on 6 locations at the site. We don't take the manufacturers data when it comes to environmental compatibility as our site has many different exposure areas based on the product being manufactured.
There is no qualification for the person applying the coating as we depend on the painting contractor to handle that though we encourage the hiring of experienced people. A painting contractor usually has a good handle on the quality of people available in an area.
IN our whole corporation there is no painter qualification. Only the painting contractors are graded, while floor covering contractors are specified. This is usually based on the product being applied.

May be on job or on any test panel you can qualify a painter and keep the records.
