HEC-HMS vs HydroCAD

I was wondering if someone out there could give me a hand with this...I work for the federal government so it's natural that I would be expected to use HEC-HMS instead of a proprietary program like HydroCAD. I've used HydroCAD in the past and love how user-friendly it is, especially for pond design. I have to justify to my boss why HydroCAD is the better choice (especially for smaller watersheds)so that we can possibly purchase a license. Can anyone help me articulate this in words so I can make a strong case to my boss? Thanks!

shouldn't be hard considering HMS has some of the crappiest output I have seen. HEC-1 is superior, maybe he will let you use that, even though HMS was supposed to be the superior replacement product...

justify by saying you can be way more productive, but wait - the government isn't expected to make a profit so who cares? How about your increased productivity could justify a reduced department budget, thus reduce the federal budget deficit? might fly, but I imagine there is a freeze on capital expenditures.
