Broadband IP networks are being introduced in the utility communication infrastructure and vendors now boast of a deterministic network of 20 ms.  Is anyone offering Ethernet TCP/IP protocols for a pilot communication channel in a line current differential protection relay scheme?

I believe SEL and GE offer something that works with their platforms.

It can be done. The down side is the temptation to lease a broadband connection from an ISP to provide such functions without a careful review of the possible failure modes.

Even business class broadband connections (as sold by most telecoms) fall far short of the reliability one would like in a protection system. That reliability can be had, but for a price that starts to make your own system look economically competitive.

The second 'gotcha' is the motivation to lease out excess bandwidth on your own system in order to recoup the capital investment. On the surface, its not a bad idea. But strict attention needs to be paid to partitioning the channel capacity of the transport layer on order to reserve a secure and reliable virtual circuit for protection functions and keep it separate from all the riff raff streaming videos and whatnot. Once this has been addressed, then the selection of an IP protocol on this dedicated circuit can work quite well. It leverages the experience (and equipment) you'll have for operating the public side of your broadband system.

Have you seen any white papers on this topic?  ...or have you seen any vendor promoting this communication feature?  I have a number of failed twisted copper pairs used in a legacy Solkor Rf protection scheme. With the promise of private broadband IP over company owned fiber, I will like to make a proposal for upgrading our transmission line unit protection.
