Sulphur thermal reactor sizing

Hi,
I need to do a cost estimation for a thermal reactor of a sulphur recovery unit in a oil refinery. I am going to use the database of other plants. I'd like to know if, from the process point of view, I can use the information of a NGL or gas refinery as a reference or better say, if we assume that the capacity and the process conditions of 2 sulphr recovery units of 2 different refineries( one NGL, another oil) are identical, can we use one of them to estimate the size and consequently the price of the other one?
