I'm looking for a company that could use special materials making a PCB substrate.  Google hasn't helped much.  Any suggestions?

What do you mean by 'special? There are already a lot of ways of doing printed circuits other than copper on FR4, for example polymer films where flexibility is needed, thick and thin film hybrids for high stability, high temperature, and no doubt a few others. Be more specific about what you want to do.

One or two layers of 2 oz. composite material bonded to a thin waterproof layer as the substrate for copper is an example of what I had in mind.
