What electrode do I use?

The new PCI Manual (7th Ed) actually states "Use E80 electrode for ASTM A706 rebar"....to A36 material.

The old PCI Manual (6th Ed) provided length of weld for E70 electrodes.

What happened? I have a very old AWS D1.4-92 which does have a Table 5.1 stateing "Matching Filler Metals Requirement" showing that E80 is what is used for A706, but I was able to refer back to paragraph 5.1.2 which states "When joining different grades of steels, the filler material shall be selected for the lower strength base metal" so...for A36 material I could use E70.

I need to get a current D1.4 and see if anything has changed.

I'm speculating that A36 material has gone from A36 to "Dual Grade" to just plain 50 ksi material, but as long as they call it A36, I should be able to use E70 electrodes.

Does anyone have any knowledge about this?
