GE Steam Turbine Bushing Problems

(OP)
We have a 1970 Vintage GE Steam Turbine 13.8kV, 35MW Hydrogen Cooled unit. During an inspection we discovered that most of the epoxy had leaked or melted or something out of the Bushing containment cone.  I am wondering whether anyone out there has seen this before.  I have worked for GE in my younger year and actually assembled the bushing in this type of unit but have not seen this type of mess before.
