For one of our vessel we used the cone thickness 38 mm with shell thickness 32 mm, (SA516 Gr70N), do we need to perform partial PWHT for cone? or PWHT can perform if the thickness is more than 38 mm?

Since the cone is thicker then the original shell, 38 mm versus 32mm respectively, you can taper the cone to match the shell thickness, and PWHT would not be required. Also, look at Part
UW-40

(5) When a welded joint connects parts of unequal
thicknesses, the nominal thickness shall be the following:
(a) the thinner of two adjacent butt-welded parts
including head to shell connections;

PWHT is not required on P No. 1 steels 38 mm thick (weld thickness of 38 mm) if you preheated to 200 F min during welding.

What is the "as used" thickness? 38mm is the nominal thickness used during calculation. You might want to check the actual plate thickness as shown in Material Certificate.

UW-40 specifies that value in Material Certificate may be used, at manufaturer's option, in lieu of measuring the wall thickness at welded joint.

I personally think PWHT is technically unnecessary. Though, I have met clients who insists on performing the PWHT because the "as used" thickness is more than 38mm. ( 38.1mm~ )
