A PV made of sa-516-70N at MDMP -20F, thickness 1", IMPACT TEST EXEMPt or not? which curve dose it apply?

SA516 Normalized is on Curve D.  At 1" thickness it would be exempt.

A detailed, component-by-component analysis of the vessel must be made to determine the governing thickness of each and its' respective MDMT to answer your question on exemption.

do you mean also check nozzle and flange? the minmum nozzle is sa-106b, 2nps sch xh, flanges are all sa-105n. so at -20F, flange should be exempted, and nozzle has to be impact tested, because it falls below the curve A. am i wrong?

yes, it is curve B.
most pipes , fittings and forgings are curve B. thank you

Hannah2010, yes I mean to check every part of the pressure boundary, shells, heads, nozzles, flanges, bolting, body flanges if any, tubesheets if any, etc.
