I am designing a tank with design pressures -10Kpa/30KPa(-1.45/4.35 psi). The tank is flat bottomed (uniformily supported on the ground).
 I was using API 620 but I can't calculate the cylinder under external pressure (view 5.10.5: API620 formulas are not intended to be used for evaluating cylindrical surfaces against external pressure).
 I can't use API 650 because I exceed the external pressure limitations of Appendix V (6.9KPa/1psi)
  How can I calculate the tank under external pressure?, using ASME VIII?, but what about the flat bottom?.
