RE: IR test for anode with cable for Cathodic protection

If you intend to test the insulation resistance of the cable you have to be sure the anode end is dry and the connection box end disconnected and then for a rated cable of 600 V [HMWPE] minimum resistance measurer with a tester of 500 V could be 2 megohm .See for instance:
http://www.nexans.us/eservice/US-en_US/fileLibrary/Download_540198890/US/files/Nexans%20Insulation%20Testing%20of%20Low%20Voltage%20Cables%20in%20the%20Field%20-%202010-06-25.pdf
But you don't have to test the IR of the cable. In order to test the cathodic protection system see:
http://efotg.sc.egov.usda.gov//references/public/NE/NE_EFH_650_Cathodic_Protection_Maintenance_Testing_pgs6-34g-k.pdf
The IR test on completed [new] cable in the manufacturer shop will be according to
ANSI/NEMA WC 70-2009/ICEA S-95-658-2009 ch.6.10.2 Insulation Resistance.
