I have a service to a building with a conventional 120/028V, three-phase four wire service.  There is a sub-panel being installed to a separate structure, and being fed overhead by quadraplex secondaries on poles (3-phase conductors and bare neutral supporting messenger).  
The question is a separate ground conductor required to be run overhead quadraplex or is a ground rod at the sub-panel sufficient?

That is a code question and depends where in the world you are. (This IS an international forum.)
In Canada, you would not run an overhead ground and would be required to install ground electrodes for the sub panel the same as if it were fed by the utility. The EC regulations are often similar to the Canadian Electrical Code.
