Does anyone know if A11 steel is suitable for structural applications.

A11 tool steel is a high vanadium tool steel ...

So it seems its proper application is making steel tools. The high vanadium content will make it expensive. Things like these might be conceived for very specialized applications where wear, chemical aggression, exotic environment (space, temperature etc) are paramount,  ... for most ordinary building situations even to arctic limates the sellers of structural steel provide adequate and reasonable solutions without going for specialty steel.

There was an old ASTM A11 Spec:
"ASTM A11 Withdrawn 1930: Specification for Structural Steel for Cars...WITHDRAWN, REPLACED BY A113"

Thanks for your input.

A client posed the question via e-mail with no explanation.  I'm still waiting to find out what it's for & why A11.

The last thing I want to do is quick research and give bad advise.
