In sketch mode I want to organize by layers, and I can do it as long as I plan ahead, but if I draw something in the wrong layer, I can't move it because the "move elements" button is always disabled. I have to cut the element, switch layers, and paste it.

In the picture (attached), I have drawn a rectangle and a circle in the Default layer (in a locked sketch plane). When I select the rectangle to move it to the Rectangles layer, the Move Elements button (circled in blue) is inactive. As far as I can tell, this button never becomes active in the sketch environment, although it works when making a draft drawing. Is there some reason for this?

I never use layers in modelling, can't see the point really.
That was one of the things I loved when SE came along - no more layers to worry about.
I do occasionally use them in drafting.

I've been using the sketch plane to work out some complicated geometry -- not necessarily for creating solid models. It gets really messy with all the dimensioning and other constraints, so I like to be able to hide stuff that is unnecessary to show in a slideshow or a report.

I realize this is probably like using a chainsaw to cut through dowels, but it's nice because I already know the system and it does everything I need it to do (layers excepted). Is there a (free) program you recommend for 2D dynamic geometric modeling?

YES, you already have it.
It's called Solid Edge Draft !!!!
ALL the constraints you have in part sketching are available in Draft, along with all the layer control that you want
