I've been tasked with making a pin out of 4140 which is to be welded to formed plate made from A572.  The plate is used to hold the pin in place.

The pin material is 1.25 dia and a little over six inches in length, the plate material is .3125 thick.  The pin extends past the plate .3125 inch and an all-around .25 fillet weld is used.  The plan is to use both a preheat and PWHT on the finished pin.  

Weld proceedure and filler material are wide open at this point.

What is the best procedure (preheat temperature, PWHT, etc) considering we would like to maintain as much strength in the pin as possible?

Do you know the heat treatment condition of the 4140 pin material? Do you have any notch toughness requirements for low temperature service?

Regarding filler metal, you have several options like E7018 or E8018 D2. Selection of filler metal will be based on strength requirements in service.

Preheat should be 400 deg F minimum, maybe even 450 deg F to avoid PWHT. Regarding PWHT, I would try and avoid it because you can effect the bulk properties of the A 572 base material and possbily the 4140 material.

Cold Drawn and Heat Treated.
There are no notch toughness requirements.

Can you be more specific on heat treatment for the pin? Is is quenched and tempered (what temp), normalized, normalized and tempered, induction hardened?

If you need to PWHT, it has to be below the temperature that will alter the pin mechanical properties. I would still have concerns with the effect of PWHT on A 572 mechanical properties.

Well, you have some flexibility in using a lower PWHT for the pin, but you need to make sure you do not affect the A 572 base metal properties. I would do a weld mock-up and use the elevated preheat above without PWHT and see what you get on destructive examination by a met lab.
