Is it possible to re-orient or flip plane?

If not how can I control the orientation of a plane when created in say "Angled"?

In traditional mode -
Select create angled plane command.
Select the face you want the plane to be angled to.
Select an edge/plane that will be the base of the new plane (this defines the 'rotation axis')
You should see your new plane with a dot at the end of the rotation line, and by postitioning your mouse over one end or the other that will 'flip' the plane normal direction.
To re-orient or flip an existing plane click on the plane then 'Edit Definition'. At first it looks like you only get to change the angle, but if you select 'angled plane' again from the drop-down list you can re-define the plane from scratch.

I'm not sure about sync mode, perhaps someone that uses it could assist.

I assume you mean changing the axis of the rotation - you would use the edit definition and select a different axis.
Easiest way is to try it in a new part file -
Create angled plane > select the top plane > select the front plane > drag your mouse to one end or the other of the axis line >
key-in an angle and create the plane.
When you have finished, select the plane and then 'edit definition'. You should now be able to re-define the axis by selecting the Right reference plane, effectively rotating it 90°.

In sync mode its a case of using the steering wheel which can be placed on different planes rotate about another axis.

i may have confused the issue by mentioning angled plane creation.

However I remember or forget more precisely someone showing me that you can change the orientation of a reference plane, ie indicator showing orientation would change from say bottom left corner to top left corner.  

I needed to tear off sketch and new sketch is dependent on orientation of plane.

OK.
You can flip orientation during creation by using the 'N' or 'B' buttons on the keyboard (should see it in the prompts). That will basically let you select which edge becomes the base of the plane.
'F' will flip the direction as you describe.
Hope we got there in the end.
