Why won't my command manager stay in the upper left corner of the screen? Any help would be much appreciated.

That's pretty much the nature of the beast, to be a floating toolbar.
Check this in help:
User Interface > Commands, Menus, Toolbars > Managing Toolbars > CommandManager

The trick is to Not move your mouse while clicking on an icon.

You got to be kidding me......a floating toolbar? Why would SW change something like this?
