I'd start by checking the NESC or USDA RUS for standards regarding those issues.  

I have to agree that the post was hard to follow, however, and a complete sentence/question would have been more useful.

Thanks everyone,  sorry I am new to this site and was trying to be as concise as possible.  I have researched NESC and cannot find specific clearances from substation perimeters to buried gasoline tanks.  I have called our local electrical inspectors, and they didn't have anything either.  There is a Bus Barn and maintenance building to be installed just north of one of our substations.  I am looking for any help on these clearances.  Thanks

The state fire marshall's office may be another place to consult if the NESC and USDA RUS don't have the information you're seeking.  I suspect that the concerns (especially with a new bus barn installation) will be more from the fire marshall about the location of the fuel tank than from anyone else...
