I just switched from 2010 to 2011 Solid Works. In attempting to dimension from a horizontal line to the top of an arc the system shows a small blue and gray ball that prevents me from picking the top of the arc when I hold down the shift key. How would I rectify this problem?

Is this in a sketch or in a drawing?  Either way you can add a construction line and dimension that as a work around.

Not sure about your blue ball, I don't see it, but I just let the dimension snap to the arc center then selected Leaders|Arc Condition|Max to get the dmn to the top of the arc.
