Atmospheric tank ecovered with pressurized half-pipes

Atmospheric tank ecovered with pressurized half-pipes

(OP)
Can we say an atmospheric tank externally covered with pressurized 3" half pipes (ASME VIII-1 – App. EE), is not a pressure vessel? Can I say tank's shell and half pipes are making the pressurized containment with the diameter less than 6", and so, as per U-1 (C)(2)(i), it is not a pressure vessel and no "U" stamp is required? I appreciate your kind advice.

ASME code issues are best dealt with in the ASME forum
