In RAM Elements is there a way to make a member "inactive"? If there is, I can't seem to find it.

RAM Elements does not have an inactive member command. There is quite a lot you can do with member hinges (releases), but the member properties are always used for all load cases (with the exception of the tension-only member assignments which are evaluated case by case).

For a true inactive member approach, you might want to consider STAAd.pro.
