What or who is supposed to govern Length to Depth limits? I can't find anything in the IBC. I remember only as a rule of thumb that L/D should be less than or equal to 20.

Your thoughts?

That is what we used many years ago.  Be aware that with the very high grade lumber and the right engineering - one can easily approach or exceed that limit.

That said - be aware that some unwanted vibrations may occur with that ratio, especially if there are no walls or partitions above.

Walls/partitions perpendicular to floor trusses will generally deaden vibrations.

I generally try to stay with about 1/18 unless walls are involved.

And remember that strong-backs do help - but not all that much.
