If Not mentioned in certificate, What is the minimum Metal Temperature of plate SA516 Gr 70 (not normalized/ not impact test)to be considered?

That is a function of the Code of Construction.  What is your Code of Construction?  If it is ASME Section VIII, Division 1, that may depend on UCS-66.

Minimum metal temp. is not about to be mentioned in mill test certificate.

MDMT shall be determined by UG-66, your case of SA-516 Gr. 70 Not Normalized - acc. to carve 'B' for relevant governing thickness.

(ASTM A-20 TABLE A1.15 indicates "Generally Available Grade-Thickness-Minimum Test Temperature Combinations Meeting Charpy V-Notch Requirements Indicated (Normalized or Quenched and Tempered Condition)" - but tab's values are NOT materials minimum design metal temperature).

The code is ASME Section VIII, Div I.
Thickness is 18 mm and MDMT specified from client is -10 Degree C.

We got the material but certificate not mentioned the Min.Metal Temp, and client forced us to mark in certificate.

Per the Table UCS-66 "Tabular Values For Fig. UCS-66...", the MDMT for 17.5 mm thick non normalized SA-516-70 is -12 C, for 19.1 mm thick the MDMT is -9 C. Your 18 mm thick material meets the -10 C requirements of the Client. The mill is not required to provide on its CMTR the MDMT of the material.
