Soil resistivity test equipment and method for high resistivity soils

(OP)
hi, I am looking for a test equipment test set up to test in high resistivity soil areas (Western Australian mine sites) and the off the shelf portable meters (AEMC,FLUKE/LEM etc) aren't up to it, their max output is approx 250mA at 32/48V. The Syscal Junior pumps out 1.2A but costs $17k! So I was wondering who out there has used a small gen set with associated meters to solve this at a reasonable cost? The gen set would need to output at low frequencies, and what sort of wave generator and multimeter could be used to pair up witht he gen set to test properly? thanks in advance ...
