Nozzle Loads for Seismic Analysis

I have a tall high temperature vessel analysis.  The Data Sheet requires a dynamic seismic analysis oer ASCE4-98.  the B&PV Code Version is 2009b.  We are doing the analysis in ANSYS Workbench using 3-D elements.  When we do the seismic analysis, do we also need to find the worst case combination of nozzle loads and apply them simultaneously?  When answering plese point me to a clear reference in either code or other peer reviewed technical article so I can use it on this NQA-1 project.  The client is split, some claiming all nozzle loads should be applied, which increases the stress greatly, some say they can ignored.

Can somone help me find a reference that provides clear guidance?

Which part of the B&PV are you using?  The reference to NQA-1 makes me think it might be Section III, but then it could be Section I or Section VIII.

Section VIII, Div 2 (sorry).

This issue is some reviewers say that nozzle loads are only locally acting, and one does not need to conider the resultant sum of all nozzle laods when analyzing the supports.  Others say you do.

Seems to me like you have to include the resultant sum all acting in the worst case combination for the supports.  

Prob;lem is I don't see anything that specific in Section Viii, Div 2.

I'd appreciate your feedback.
