can I assign material across assembly from assylevel? Nx7.5

If you are asking whether, while working at the Assembly level (what we call 'working in context'), you can edit the material assigned to a specific Component part, the answer is YES.  All you need to do is set the Component that you wish to edit to be the Work Part, while leaving the Assembly as the Displayed Part.  Now go to...

Tools -> Materials -> Assign Materials...

...and select the Component (actually you will be selecting the solid body(s) in the Component part), then select the desired material and hit OK.

I'd like to select multiple component in the assy and assign the same material to the selected componets like in OSD.

You can only assign materials to the Work Part and since, by definition, there can be only ONE Work Part at any one time, you can only assign materials to one Component at a time.  Of course, one could always write a custom application using the NX Open tools to do something like that.
