Is there any CSA requirement for the use of three independent pole breaker for capacitor and inductor switching to avoid trasients.

I saw the use of independt pole breaker in 115 kv system for switching capacitor but not in 44kV system. Is there any CSA requirement ?

My utility in the USA did a transient study in EMPT to determine which locations could use standard breakers and which needed transient mitigation. Other options for reducing the transients include preinsertion resistors, preinsertion reactors, or modifying the system configuration. In one area we took out a small 15 kV cap bank that could have interacted with a large 115 kV bank and went with a standard breaker.  Other considerations include if the bank is switched daily or seasonally and the mix of industrial vs. residential loads nearby.

Unfortunately I don't know if CSA requires a specific technology or is just defines a minimum performance level.

I doubt that anyone would make it a requirement.  Synchronous closing for capacitor switching is a more expensive option found on many breakers from about 69 kV to 500 kV.  I say more expensive because it requires 3 single phase switches.

44 and 46 kV are not high volume system voltages.  You'll probably find a capacitor switch that has been around for 30 or 40 years to use at this voltage.  There's not much incentive for manufacturers to modernize their offerings for 44 kV.
