We are installing chain link fence with privacy slot which act as windscreen at front of outside generator. Basically it stops snow drift in the winter season. This fence always built with schedule 40 pipes. But engineer made comments to switch to HSS 102 X6.4- ASTM A500 Grade C. Supplier told me that we never did this before and all fitting are only compatible with Schedule pipe.

Is there any comparison between Sch40/80 pipe to HSS ASTM500Grade C section?
And is there any design reference material to design handrails and fence post?

Schedule 40/80 pipe is manufactured to a different ASTM standard (A53) than HSS material (A500).  The pipe steel has a much lower yield stress.  Have you explained the difficulty to your engineer?  There are several HSS tube sizes which have the same outside diameter as Schedule 40 sizes.  Perhaps you can find a size that is adequate to resist the loads and that works with the available fittings.

As for design standards, in the United States I would typically use the IBC, ASCE 7, and AISC standards.  But I assume that you aren't located here because you referred to the HSS dimensions in millimeters.

Agree with above

A500 is Fy=46 ksi yield
A35 is Fy=35 ksi yield

There are A500 sizes in AISC Steel Manual which jive with 'standard' pipe sizes

How about decreasing the Post Spacing to get a smaller size to work?
