I know of a licensed Professional in my State who started moonlighting on the side while working for a Public entity. I have no issues with this but he started a Company which then requires a COA to offer professional services, which he did not do. To make the matter worse the individual is on the State Board and has been routinely fining other Professionals in our State for offering Professional services without a COA. Now this individual has been promoted to serve on a National Board, what would the local and National Board think about someone enforcing the rules that does not follow the rules when it applies to them. How is this fair to other Professionals that have been fined?
I tried to talk to the State Board about this but they looked the other way. What should I do? What would you do?

You're right...this should not happen. Make sure he doesn't fit in some convenient loophole and by all means make sure you're right. Cite the part of your state law that requires that you report such activity (you'll have to check your law, but most states have such in their law and rules).
Make sure that you have had no adversary dealings with the individual that could be construed as "sour grapes".

Regarding the guy, report him. But, you might consider doing so anonymously to start with. He seems like the type who wouldn't think twice about revoking licenses and the like in reprisal.

At the end of the day, the guy needs to be reported. Luckily, government agencies usually take this sort of thing very seriously in the US. Unfortunately, other countries aren't nearly so vigilant towards this sort of thing.
