i have to qualify a PQR for welding of A182F316\316L to A312 TP 316\316L with SAW process. what is the associated flux & wire for the same.Impact test also required at -196 deg C

Check with your local welding consumables/products supplier. You have several options depending on equipment and set-up.

Sorry you will need a little more than flux+wire to succeed with SAW on SS, but good luck.
